Only some items on an order got certificates

This is normal and usually correct. Certificates are issued per physical unit, so a line with a quantity of three produces three separate certificates, each independently verifiable and transferable. Where a subset is missing rather than a whole order, the cause is nearly always the opt-in tag filter: untagged products on the same order are skipped while tagged ones are certified. Gift card lines are always skipped.
