Back-catalogue issuance seems to have stalled

Backfill runs in batches and honours the same tag filter and monthly allowance as live issuance, so it stops rather than exceeding it.

Issuing certificates for past orders runs in the background in batches rather than all at once, so a large catalogue takes time and the count climbs gradually. It also honours exactly the same rules as live issuance: the opt-in tag filter still applies, and once the monthly allowance is reached the run skips the remainder rather than exceeding it. A run that appears to have stopped short has usually hit the allowance, not failed.
