Save offers only show when the cancel flow is switched on and at least one offer is active.
Check these in order
The cancel flow is switched off.
"Show save offers before a subscriber cancels" under Settings has to be on.Every save offer is a draft.
Only active offers appear. AI-suggested offers are created as drafts on purpose and have to be switched on.
How to fix it
Switch on Show save offers before a subscriber cancels under Settings → Customer portal, then click Turn on next to at least one offer under Retention AI. Every active offer is shown to everyone who starts to cancel; there is no per-offer trigger to check.
