A product is low on stock but the suggested order quantity is zero

Usually stock already on the way: Shopify's incoming quantity counts towards the requirement, so the app will not tell you to order twice.

The suggestion covers your target period plus the supplier's lead time, then subtracts both what you have available and what is already incoming. A zero suggestion means one of the following:

Check these in order

  1. Incoming stock already covers it.

    This is the usual answer. Stock already on the way counts towards the requirement, so the app will not tell you to order it twice. Check the incoming quantity on the row. Incoming is Shopify's own incoming quantity for the product.
  2. The product has no sales rate

  3. Available plus incoming already covers the target window and the lead time.

    Nothing further is needed until sales use it up.

How to fix it

A zero is usually correct. If you want more cover, raise the Cover target (days) in Settings → Forecasting. If the product needs ordering for a reason the sales history cannot see, such as a promotion, add it to a purchase order yourself.
